Guided Retirement raises a practical evidence question.
How does a scheme or provider understand what its population actually needs and values when designing retirement solutions?
What the 2026 Act says
The Pension Schemes Act 2026 provides that relevant schemes, when determining which default pension benefit solutions to make available, must take account of the needs and interests of the membership as a whole and appropriate subsets, alongside the circumstances of different eligible members.
From “we know our members” to something demonstrable
PenFit provides a controlled way to show what people value, how strongly, what that implies for 13 retirement characteristics, which generic approaches align, and where the current proposition may leave important gaps.
What individuals say matters across a scheme population and appropriate groups.
What the evidence means for flexibility, lifetime income, access, reversibility and other characteristics.
How proposition decisions can be linked back to a controlled methodology and repeatable evidence base.
Current government roadmap
The July 2026 roadmap gives indicative timings and explicitly notes that they may change.
Roadmap milestone: DWP policy consultation and FCA discussion paper.
Roadmap milestone: DWP consultation on draft regulations and FCA consultation on draft rules.
Roadmap milestones: TPR guidance consultation, then regulations made and FCA policy statement.
Master trusts/FCA workplace schemes first; single-employer trusts and R-CDC-default schemes later.
Why PenFit could be useful
The regulatory direction strengthens the case for evidence that is broader than product take-up, complaints or historic member behaviour.
Before design
Understand retirement priorities and trade-offs before deciding what the proposition should look like.
During governance
Show how proposition characteristics relate to what the population has expressed as important.
After implementation
Repeat the analysis periodically to see whether priorities, cohorts and proposition gaps have changed.
